It's designed to fit into the top of the steerer tube and work in conjunction with the compression plug or top cap to provide preload on the headset bearings, ensuring smooth and precise handling while preventing any unwanted play or movement in the handlebars.

The star nut is shaped like a star when viewed from above, which allows it to be inserted into the steerer tube and then tightened by turning it with a hex key or similar tool through the hexagonal openings. Once tightened, its points grip the inside walls of the steerer tube securely, creating a solid connection between the stem and the fork.
